There are two categories i.e. CVAS License and CVAS Registration. Further, the CVAS License consists of two types i.e. Data CVAS and Voice CVAS.

Voice CVAS License include Card Payphone Premium Rate and Trunk Radio Services.
4. Which type of services are included in CVAS Registration?
CVAS Registration include SMS Aggregator, Content and Voice Mail Services.
5. What is validity period of CVAS License and CVAS Registration?
CVAS License is valid for fifteen (15) year and CVAS Registration is valid for five (5) years.
6. Do I need to get CVAS Registration if I want to apply for CVAS License?
No, CVAS registration is not required if you want to provide those services which fall under CVAS license.
7. What is the Application Processing Fee for CVAS license?
Application Processing Fee for CVAS license is Rs 5,500/-.
8. What is the Fee for CVAS Registration?
Registration Fee is only Rs. 10,000/- for five (5) years. There is no other fee for CVAS Registration.
9. What is Initial License Fee (ILF) for CVAS License?
Details of Initial License Fee for the CVAS license is given below:
i. Commercial
Nationwide: Rs.300,000
Provincial*: Rs.100,000
ii. Non Profit
Nationwide: Rs.150,000
Provincial: Rs.50,000
* 50% reduction in case of Baluchistan Province
10. What is Annual License Fee for Commercial CVAS License?
Annual License Fee is calculated on the basis of 0.5% of the Licensee’s Annual Gross Revenue (AGR) from Licensed Services for the most recently completed Financial Year.
11. What is Annual License Fee for Non-Profit CVAS License?
Annual License Fee for ‘Not-For-Profit’ CVAS license is Rs. 5000/- per annum.
12. What is method of Payment for Application Processing Fee, Initial License Fee and Annual License Fee?
All the above mentioned fees can be directly deposited at National Bank of Pakistan, Marriot Hotel Branch, Islamabad, in the name of ‘Pakistan Telecommunication Authority’ A/C No. NIDA- 11
Or
Through Pay Order or Demand Draft of any Bank in the name of “Pakistan Telecommunication Authority HQ Islamabad”.
13. Which documents are required for applying for CVAS License/ Registration?

14. Do I need to attest SECP documents of the company from SECP?
Yes following documents are required to be attested/ verified by SECP:
a. Certificate of Incorporation
b. Memorandum & Article of Association
c. Form-29
15. Is it necessary to mention type/ purpose of licensed services in object clause of Memorandum Association (SECP document)/ Partnership Deed?
Yes, object clause of SECP document i.e. Memorandum of Association or Partnership Deed (in case of Firm) shall clearly mention type/ purpose of service(s) for which the license is applied.
For Example;
i. If the applicant has applied for Data CVAS license to provide internet services, Memorandum of Association/ Partnership Deed shall clearly mention provision of internet/ data services using telecommunication network.
ii. If the applicant has applied for Data CVAS license to provide Vehicle Tracking Services, Memorandum of Association/ Partnership Deed shall clearly mention provision of vehicle tracking services using telecommunication network.
iii. If the applicant has applied for CVAS Registration to provide SMS Aggregator Services, Memorandum of Association/ Partnership Deed shall clearly mention provision of SMS Aggregator Services using telecommunication network.
16. Who can attest the CNICs of Directors?
The CNICs are required to be attested by Notary Public.
17. What are the requirements for Technical Network Plan Internet/ Data Services?
The requirements for Technical Network Plan for internet services are given below:
a. Complete Network Architecture/ Diagram covering backhaul and end user connectivity.
b. Backhaul arrangement details (wireless or fixed line) including services provider(s) & bandwidth.
c. Last mile or end user connectivity details: (fixed line or ISM or hybrid).
d. In case of last mile as ISM: Number of Point-to-Point link(s) planned in ISM band along with location shown on Google maps for service coverage.
e. In case of last mile as fixed line: detail of access provider/ infrastructure licensee.
f. In case of last mile as hybrid: both (d) and (e) required.
g. Detail of intended area of service coverage clearly shown on Google maps.
h. Planned network capacity in terms of subscribers/users.
i. Details of all the equipment to be used in the network.
j. Network expansion plans (If any).
18. What are the requirements for Technical Network Plan Vehicle Tracking Services?
a. Detailed technical architecture showing mechanism for service delivery along with theoretical explanation.
b. Mechanism for service delivery.
c. Planned network coverage.
d. Details of all the equipment to be used in the network.
e. Network expansion plans (If any).
19. What are the requirements for Technical Network Plan for SMS Aggregator Services?
a. Detail of type and purpose of services.

No, CVAS license is issued nationwide or provincial basis.
23. Can a CVAS Licensee start providing services after getting CVAS License?
No, after getting license CVAS licensee has to get Commencement Certificate within one year of issuance of license. After getting commencement certificate, the licensee can start providing services.
24. How to register Outdoor Point to Point Wireless Link in ISM Band?

25. How much sites / Outdoor Point to Point wireless links can be registered with one application?
With single application, operator can apply for registration of not more than 25 links/sites.
